PURPOSE
Design services are outsourced to private consulting firms by the Bureau of Engineering (BOE) when BOE staff and/or expertise are not available. Outsourced design services (consultants) can augment the overall design team or provide all Design Phase services. Refer to Chapter 6 for a more complete discussion of using consultant services.

RESPONSIBILITIES
Project Manager (PM): The PM is responsible, normally through the efforts of the Project Engineer, for the completion of the design documents within the schedule and to the satisfaction of the client. The PM is also responsible for insuring that quality assurance / quality control (QA/QC) procedures are followed and that the project remains within the approved budget and is consistent with the concept presented in the Pre-Design Report.
Project Engineer (PE): The PE will be responsible for the preparation, coordination, updating, and revision of the design and construction documents. The PE is required to follow the procedures outlined in this Chapter to protect public health, safety, welfare, and to ensure the successful completion of the project. These procedures facilitate the production of accurate, consistent, complete, and understandable final plans and specifications to be used to initiate and complete the construction of a project. The PE is responsible for coordinating the design documents with all of the design disciplines that have contributed to the project.
PROCEDURE
Outsourced design services, if needed, are available to support the completion of the Design Phase. These services are provided by consultant engineers, architects, and other applicable disciplines through contracts with the City of Los Angeles. Because of the long timeline necessary to obtain contractual services, the BOE has developed a series of Pre-Qualified On-Call (PQOC) lists for consultant services. For most projects utilizing outsourced design services, the PM will obtain those services through the PQOC List. For specialized projects that require services not available through the PQOC List, the traditional Request for Proposal (RFP) process should be utilized. Refer to Chapter 6 for a detailed discussion of consultant services.
If the PM is anticipating using consultant services and following the RFP process, this decision should have been made during the Pre-Design Phase or earlier. The decision to outsource design services must be made at the appropriate time so that the project schedule can incorporate the time requirements necessary to outsource services (using either the PQOC List or RFP method).
