12.1 Obtaining the Required Signatures

PURPOSE

The Bid documents must be signed and sealed by the engineer, architect or consultant in responsible charge for each discipline. The established process for signing and stamping final plans, specifications, calculations and reports must comply with the Professional Engineers Act and the Professional Land Surveyors Act, as revised in 2007, and with the Architects Practice Act of the State of California. The purpose of this procedure is to provide guidelines for this process.

RESPONSIBILITIES

  • Project Engineer (PE): The PE is responsible for seeing that the project plans, specifications, calculations and reports are signed and stamped by the Engineers for the respective disciplines. 

  • Project Manager (PM): The PM is responsible for making sure that the plans are signed by the PE, the responsible Discipline Engineers, and by the City Engineer as required. 

  • Discipline Engineer (DE): The DE in responsible charge or control of preparing documents for each discipline of the project, shall sign and stamp all original sheets of the project plans as well as the title sheet of the project specifications, calculations, and reports for their respective disciplines. 

  • Division Engineer: Depending on the program, the Division Engineer may be required to initial the front cover sheet of the plan set. This serves to notify the Deputy City Engineer that the plans and specifications have been approved at the Division level.

  • Deputy City Engineer / Program Manager: For all capital improvement projects (CIP), the PM shall process the electronic plans for signature. The Deputy City Engineer / Program Manager will review the completed Ready to Advertise (RTA) checklist then sign and date the cover sheet of the RTA. 

  • City Engineer: The City Engineer signs, dates, and stamps the front sheet of all CIP project plans before the project is advertised by the Board of Public Works.

PROCEDURE

Documents Prepared by the Bureau’s Engineers and Architects: The DE in responsible charge or control of preparing the documents for each discipline of the project, signs and stamps all original sheets of the project plans and the title sheet of the project specifications, calculations, and reports. The design professional is required to sign and stamp each sheet that they are responsible for. The DE in responsible charge or control must be at the level of Associate III or above where professional registration is required. The PE transmits all signed documents to the PM and indicates that the plans are complete and ready for the Division Manager’s approval.

Documents Prepared by the Bureau’s Consultants: The DE of the consultant in responsible charge or control of preparing the documents for each discipline of the project shall sign and stamp all original sheets of the project plans as well as the original title sheet of the project specifications, calculations, and reports of their respective discipline. In cases where drawing sheets contain multiple disciplines, the design professional in responsible charge or control of each discipline shall sign and stamp that sheet. The consultant transmits the documents to the PM and indicates in writing that the plans are complete and ready for the Division’s Manager’s  approval.

Deputy City Engineer Reviews: Once the Division Manager approves plans, specifictions, City Engineer Estimate, and RTA, then the PM will meet with the Deputy City Engineer for final review of contract documents. Upon review and approval of the contract documents by the Deputy City Engineer, the PM can upload the plans in the Electronic Plan Processing System (EPPS) for indexing.

Indexing: Once plans are uploaded for indexing, Project Award and Control Division (PAC) will index plans and deliver a hardcopy of the plans to the Executive Division for final electronic signature. Once plans are signed by both the Deputy City Engineer and City Engineer, they will be archived, and PAC will notify the PM that indexing process is complete. The PM then submits the indexed plans, specifications, City Engineer Estimate, RTA, and all other documents required by RTA to PAC for advertising.

Revision of Documents and Addenda: If the documents must be changed or plan sheets added, substituted, and/or deleted prior to bids being received, these changes must be signed and stamped by the PE and the DE in responsible charge or control of the changes. The date the plans are signed and the stamp of the DE in responsible charge or control, must be affixed on the plans. No other signatures are required. The PE transmits all signed documents to the PM and indicates that the plans are complete and ready. The PM submits a written request to PAC.
