6.11 Consultant Performance Evaluations

PURPOSE 

This procedure describes how to report the consultant’s performance at the end of the contract period for future reference by all City departments.

RESPONSIBILITIES 

  • Project Manager (PM): The PM fills out the required “Contractor Evaluation for Personal Services Contracts Form” (Attachment 6.11-1).

  • Program Manager: The Program Manager approves the PM’s evaluation of the consultant.

  • Bureau of Contract Administration (BCA), Special Research & Investigation Section (SRIS): SRIS enters the evaluation information into the Contractor Evaluation Program database, which they maintain for the benefit of all City Departments. 

PROCEDURE 

The PM is to fill out the Evaluation Form (Attachment 6.11-1) as required by BCA’s Policy (Attachment 6.11-2). Completing the Evaluation Form involves supplying various pieces of information regarding the performance of the consultant. When completing the form, the following items should be considered: 

  1. Technical quality of the work

  2. Compliance with the schedule

  3. Compliance with the budget

  4. Timeliness and thoroughness of meeting the City’s needs during the performance of the work

  5. Compliance with MBE/WBE/SBE/EBE/DVBE/OBE Utilization Plan 

The PM is to submit the completed form to the Program Manager for approval and then to SRIS. A copy of the Performance Evaluation should be kept in the Program’s master file. The evaluation should be done at the same time that the contract is being closed.
