24.5 Operations and Maintenance Training

PURPOSE

The purpose of this procedure is to give guidelines for managing the preparation of operation and maintenance (O&M) training materials; training scheduling; and training documentation. The training manual shall contain all the training material required to provide training on the operation and maintenance of equipment and facility that is specified in the Contract Documents.

RESPONSIBILITIES

  • Project Manager (PM): The PM is responsible for the successful completion of projects. This includes having all specified O&M training materials necessary for the start-up and acceptance of the project. It is also the responsibility of the PM to ensure that there are a specified number of manuals in the contract documents. Project

  • Engineer (PE): On large or complex projects the PM may bring on a PE to assist the PM with his/her responsibilities.

  • Construction Manager (CM): The CM is responsible for administering the Plans and Specifications. He/she is also responsible for the day-to-day management of construction activities on the project and coordination of these activities with the Contractor, Client and Inspector. The CM is also responsible for approving the Contractor’s final version of the O&M training materials, final training agenda and schedule, and training presentation.

  • Contractor: It is the Contractor’s responsibility to provide O&M training to the Owner/Client/Maintainer staff in accordance with the Contract Documents.

PROCEDURE

Training requirements shall be identified through design, construction, separate training contracts, or through a combination of these contracts. The type and extent of training required may determine the appropriate contract to use. Typically, operations and maintenance training involving facility and equipment will be provided under construction contracts by involving equipment manufacturers, suppliers, and vendors. However, in some instances, other contracts may be more appropriate. For example, system operations training for an overall project may be obtained through the design contract.

The Contractor shall submit the first draft copies of their training materials for review to the CM no later than sixty (60) days prior to the proposed instruction date. The draft copies are reviewed by the Project Team. The review comments are forwarded by the CM to the Contractor who will incorporate all comments into the final revision. Final version copies shall be submitted by the Contractor to the CM no later than thirty (30) days prior to the proposed instruction date for approval. No actual classroom or field training will be scheduled unless the training material submittal is approved.

After the final version of O&M training materials is approved, the Contractor shall submit a Training Agenda. Requirements for the Training Agenda are found in the Contract General Requirements and Technical Specifications. Only after Approval of the O&M training materials and Training Agenda will the actual training be scheduled.

Training may include classroom training, field training, and in some cases off-site training. Depending on the type of project, training may be covered by any one of these components or a combination thereof. The type of training to be provided should be clearly outlined in the approved training manual.

Training is usually scheduled to begin immediately following equipment certification and during startup. However, training services that extend beyond startup may be required. Extended training services, including swing and night shifts, are contingent upon project-specific events and conditions and should be given special consideration.

Contractor provided training shall be documented to show what training was provided, duration of the training, and who received the training. Training documentation should include a copy of the training materials and handouts provided to the trainees, a Training Report prepared by the Trainer describing the training, and Training Attendance Forms signed by the trainees and the Trainer.
