3.1 An Overview of Project Initiation

Purpose

The purpose of this section is to provide an overview of the steps that a Project Manager needs to take when initiating a project. The corresponding flowchart (Attachment 3.1-1) outlines a series of steps that are necessary to be taken prior to opening any work order.

Responsibilities

  • Project Manager (PM): It is the responsibility of the PM to oversee the steps that are necessary to be taken for a project to be initiated.

  • Project Engineer (PE): It is the responsibility of the project engineer to assist the PM with project initiation.

Procedure

The Project Manager should identify the project, create a project number and start the project notebook. Record management staff creates the master file and clerical staff creates electronic filing systems for the project. The Project Manager and the Project Engineer will conduct an in-house scoping session and will arrange for a workshop with the client to discuss the project and its details. The Client will then approve or reject the project. If rejected, the Project Engineer will write a memo to the file to close the project or will revisit the scope of the project and will conduct another in-house scoping session followed by another workshop with the client to obtain approval for the project. If the Client approves the project, the PM or the PE and the design team will develop the final scope of work, project schedule and budget. After obtaining Program management’s approval, the PM or PE will present the project to the Client or the Oversight Committee for their approval. Once the project is approved, the PM or PE will request for a work order number and will enter the project data into the Uniform Project Reporting System (UPRS). The project will then enter the Pre-Design phase.
