17.2 Pre-Construction Inspections

PURPOSE

Pre-Construction Inspections, also known as Preview Inspections, are conducted to safeguard the City from any third-party liability claims due to the construction activities in the area of the project. The Preview Inspector, of BCA’s General Services Division, previews the jobsite prior to the start of construction and documents the condition of the jobsite and surrounding areas by way of video and photographs. The Lead Inspector (LI), Construction Manager (CM), and Owner representative should accompany the Preview Inspector in previewing the jobsite. The purpose of this procedure is to provide guidelines for the Pre-Construction Inspection process.

RESPONSIBILITIES

On larger projects, the BCA Inspector will work with the BOE Project Manager and the Contractor to verify that a joint preview inspection takes place and is recorded using video and/or photography.

  • Construction Manager (CM): If the CM is aware of any special conditions for a project that require special attention (i.e., a complex structural condition), the CM should notify the LI prior to the inspection. Note that the Project Manager (PM) or Project Engineer (PE) may know of such special conditions and should notify the CM of the need. The CM should accompany the Preview Inspector and LI to ensure any special areas of concern are covered.

PROCEDURE

BCA performs the documentation of existing jobsite conditions and surrounding areas prior to the start of actual field construction. BCA maintains the original videotape and/or photographs of the preview inspection and provides copies to the CM upon request. Additional videotapes and/or photographs, documenting the construction area upon completion of the project, are provided upon request of the LI.
