17.9 Construction Photographs

PURPOSE

Pre-Construction (preview) photographs and photographs during construction are taken as a basis for documenting existing conditions and also recording the progress of the contract work. The Lead Inspector (LI) shall take photos as needed for inspection documentation. These photos are in addition to photos taken by the Project Manager (PM), Construction Manager (CM), or Project Engineer (PE) as part of BOE’s procedure and in addition to photos taken by the Contractor as required by the construction contract documents.

RESPONSIBILITIES

  • BCA’s Preview Inspector: The Project Inspector shall maintain all videotapes and/or photographs taken during the preview inspection and shall make copies available to the CM upon request.

  • Lead Inspector (LI): The LI shall document construction progress, which may require photographs, to provide a complete record of the project. The LI shall maintain all photographs and/or videotapes taken during the progress of the work, and shall make copies available to the CM upon request.

  • Contractor: On many BOE contracts, the Contractor is required to take photographs of project construction progress at 30-day intervals during the entire period of contract work. The Contractor submits the construction progress photos to the CM for review and approval. The first photographs shall be taken before start of construction activities at the jobsite. The final photographs shall be taken when all contract work has been completed.

  • Construction Manager: The CM shall review the Contractor’s construction photograph submittals and direct the Contractor, as necessary, as to the timing and view locations. The CM shall request the LI to withhold or reduce the Contractor’s progress payment(s) if the Contractor fails to submit the required photos. At the end of the project, the CM shall save all digital photographs of the project on CD’s and place them in the project’s Master File.

PROCEDURE

When progress photos are required by the Contract, the Contractor shall provide the photographs digitally. The different views of the photographs shall be clearly labeled with the name of the job, view location, date of exposure, name of the photographer, and any other pertinent information. The CM and LI shall monitor the Contractor to ensure that the contract required photographs are taken and provided monthly. The Contractor’s monthly progress payment request will be withheld until such time as the CM accepts the monthly progress photos and informs the LI.
