5.5 Use of City and BOE Websites

PURPOSE

The purpose of this procedure is to establish guidelines for providing project information to the public via the internet.

RESPONSIBILITIES

  • Program Manager: The Program Manager must approve all project-related information proposed for placement on a City website.

  • Project Manager (PM): The PM is responsible for all project related communications on the project, and should have all the facts, figures and graphics available prior to requesting that project information be put on a website. The PM is responsible for contacting the Public Affairs Officer to ensure information posted on the website is clear for public use and viewing. The PM is also responsible for contacting the System Application and Development Section of the Systems Group for preparing files for upload to the BOE web page.

  • Project Award and Control Division (PAC): PAC is responsible for updating the List of Projects Out to Bid for the Bureau of Engineering.

PROCEDURE

Overview

The Official Website of the City of Los Angeles is lacity.gov. It can provide a great deal of information as well as be an excellent tool to get information on your project out to the public. The Uniform Project Reporting System (UPRS) generated Project Information Report, the Council District and Neighborhood Council Reports are available to the public via the Bureau of Engineering’s Internet site at eng.lacity.org. It is important to keep the data in the UPRS complete and up to date because much of the information is available to the public through BOE’s Internet site.

Under the eng.lacity.org, Contractors and Current Projects Out to Bid page, the List of Projects Out to Bid along with the name and fax number of the PM, the estimated cost of the project and the date of the pre-bid meeting.

The Bureau of Engineering’s web page is http://eng.lacity.org. The BOE web page is a very good place to provide information to the public on the specifics of your project and any awards that it may have received. There is a great deal of information particular to the Bureau that can be obtained here, such as: Benchmark Locations, Vault Records and Standard Plans. In addition, there is the Technical Document Center, and Navigate LA. All Bureau of Engineering websites (i.e., for a project or program) shall be linked to the Bureau’s home page.

Regional Access Marketplace for Procurement (RAMP)

The Project Award and Control Division staff posts projects out to bid onto RAMP. RAMP is an internet based system that gives contractors, suppliers, and consultants one place to look for business opportunities throughout the City of Los Angeles. RAMP automatically notifies firms who sign up on the system of opportunities to submit bids or proposals when projects are posted. As of late 2022, all BOE Construction projects, Request for Qualification, Request for Proposal use the RAMP system.

City and BOE Websites

All project information put on the City’s website should be first approved by the Program Manager. To have project information placed on the City’s website or channeled through other media (e.g., press releases), the PM should contact the Public Affairs Officer of the Department of Public Works. 

To have project information, other than that provided automatically through the UPRS, placed on the Bureau’s web page, the PM should contact the Systems Application and Development Section of the Systems Group.
