PURPOSE
Complete inspection of a project may require inspections at locations other than the jobsite such as concrete and asphalt batch plants, manufacturing facilities and fabrication shops. This type of inspection is called Shop Inspection. The Bureau of Contract Administration (BCA), Materials Control Section provides shop inspections of required materials and equipment to ensure that materials and equipment are furnished in compliance with the requirements of the contract documents. The purpose of this procedure is to provide guidelines for this process.

RESPONSIBILITIES
Bureau of Contract Administration (BCA): BCA is provided with copies of the shop drawings for their review and is responsible for determining whether or not a shop inspection will be required. BCA's Materials Control Section provides shop inspection for items procured within a 30-mile radius of the City of Los Angeles. A BCA Inspector or approved Third Party Inspection Group will inspect, at the Contractor’s sole expense, material, equipment, or processes outside the 30-mile radius. The Materials Control Section is solely authorized to approve fabricators/manufacturers for materials and equipment incorporated into Public Works projects and for Third Party Inspection Groups hired by the Contractor to inspect materials and/or equipment procured outside the 30-mile radius. The Materials Control Section is the only entity that can waive shop inspection.
Construction Manager (CM): The CM incorporates BCA’s Material Control Section’s determination and indicates which submittals and shop drawings require shop inspection. The CM sees that copies of the approved submittal requiring shop inspection are forwarded to BCA’s Material Control Section.
Contractor: The Contractor shall notify BCA 24 hours in advance to request batch plant inspection for asphalt or concrete and 48 hours in advance for shop inspection of fabricated materials and/or manufactured equipment.
PROCEDURE
The CM, after BCA’s Material Control Section’s determination, notes which submittals and shop drawings require Shop Inspection. The CM shall stamp submittals and shop drawings, which require shop inspection, with the following stamp:

The BCA Materials Control Section reserves the right, in the interest of protecting the City's investment in the project, to request that shop inspection be performed on any material or equipment not previously so designated by the CM.
It is the Contractor's sole responsibility to request shop inspection prior to the beginning of, and during, fabrication/manufacturing. The Materials Control Section shall determine the frequency and duration of inspections required to ensure materials and equipment provided meet the requirements of the contract.
All material/equipment for which shop fabrication is required and the Contractor fails to obtain shop inspection, shall be immediately rejected by the LI and the material/equipment removed from the jobsite.
Payment will not be made for any material/equipment which has not been subject to required shop inspection.
