1.2 Phases of a Project

Purpose

The purpose of this procedure is to define the five phases of project delivery which constitute the basis of this manual: Pre-Design, Design, (Street projects) Right of Way/Approvals, Bid and Award, Construction, and Post-Construction. It is critical to define the beginning and end points of each of these phases so that Team Members use and understand these terms (e.g., in the Master Schedules, Uniform Project Reporting System, conversations with Clients, etc.) in a consistent manner.

RESPONSIBILITIES

  • Project Manager (PM): The Project Manager is responsible for ensuring that the five phases of project delivery are properly identified and that proper definitions are used in accordance with the Project Delivery Manual.

PROCEDURE

The five phases of project delivery used by the Bureau of Engineering are described as follows:

Pre-Design

The Pre-Design Phase consists of all activities necessary to prepare the project for detailed design. This phase begins with opening the work order. It includes the development of the pre-design report, which is submitted to the Client for review. Once the Client approves the pre-design report, the project is ready for design. For street projects, survey is required to prepare plans and analyze alternatives for Pre-design Report.

Design

The Design Phase consists of all activities necessary to prepare the project plans and specifications. This phase begins with Client approval of the pre-design report. The first steps in the design process will vary depending on the nature of the design. However, design often starts by requesting a survey and obtaining a geotechnical report. The Design Phase concludes with the City Engineer signing the construction plans.

(Street Projects) Right of Way/Approvals

The Right of Way Phase includes all property related activities such as Temporary Construction Easement (TCE), Right to Enter to Construct, purchasing the property and acquiring right-of-way or rights-of-entry. For Federally funded street projects, project design must be completed in order to secure authorization for Right of Way Phase from Caltrans. The phase also includes approvals from all other agencies having jurisdiction at the project site.

Bid and Award

The Bid and Award Phase includes those activities necessary to advertise the availability of completed plans and specifications for bid and to award the contract. This phase begins with the City Engineer signing the construction plans. The initial steps include indexing and microfilming the signed plans, utility coordination, advertising the project for bids, evaluating the received bids, and awarding the construction contract to the successful bidder. The Bid and Award Phase concludes with the award of the construction contract by the Board of Public Works.

Construction

The Construction Phase consists of the actual construction of the project. It begins when the Board of Public Works takes public action to award the construction contract to the selected Contractor. The initial steps include approval of the Contractor’s insurance and bonds and issuance of the Notice-to-Proceed. Construction ends on the date of Final Field Acceptance of the project by the Inspector of the Bureau of Contract Administration (BCA) when all physical work and corrections have been completed.

Post-Construction

The Post-Construction Phase includes the steps taken to: conduct any facility commissioning and startup (unless these activities are part of the construction contract), three years of plant establishment period, finalize all change orders, negotiate any outstanding issues with the contractor, close out the construction contract, prepare the Contractor Performance Evaluation Reports (CPERS), prepare the contract acceptance Board Report, prepare the Lessons Learned Memoranda or Report, and prepare the as-built drawings. The Phase ends with closing the work order.
