PURPOSE
The Project Manager (PM) should inform the Bureau of Contract Administration (BCA) of upcoming project pre-bid meetings to provide an opportunity for BCA to plan staffing requirements for those projects. The PM should also inform BCA of upcoming pre-construction meetings to facilitate BCA’s participation and dissemination of information at these meetings.
BCA is responsible for providing adequate inspection personnel for each project and for coordinating any specialty inspection that may be required during the course of construction. The purpose of this procedure is to provide information on this process.

RESPONSIBILITIES
Construction Manager (CM): The CM should communicate to the Principal Inspector (PI) when the Contractor intends to mobilize to the jobsite and requests that BCA provide inspection personnel at that time.
Bureau of Contract Administration (BCA): The PI should designate a Lead Inspector (LI) for each project, as well as the daily inspection personnel to be assigned to the project based on the size and complexity of each project. The PI should monitor the inspection budget for the project and inform the PM in the event conditions warrant an adjustment to the budget (e.g., change order additions, changed conditions, extended schedule, etc). The LI, with assistance from the PI, will coordinate specialty inspectors required at various stages of construction.

PROCEDURE
Prior to the bid date or possibly during the constructability review, the PM and CM may meet with BCA staff to discuss the overall scope of the project, including the likely involvement of the different inspection disciplines, to ensure that the proper number of inspectors will be made available during the construction of the project. A copy of the 90% plans and specifications should be distributed to BCA for review and comment. BCA will review the documents and make a preliminary determination of the staffing required for the project. The PI may comment on the Inspector’s field office requirements to be incorporated in the contract documents.
Upon receipt of the approved construction baseline schedule, BCA should determine the number and discipline of the inspectors required for the project and shall be responsible for maintaining the Inspection Team within the agreed budget for the project.
