13.3 Bid Package Distribution and Control

PURPOSE

This procedure describes the guidelines for the distribution and control of all documents leaving the Bureau of Engineering (BOE). The Project Award and Control Division (PAC) is the main point of contact for all parties interested in obtaining documents for bidding construction projects.

RESPONSIBILITIES

Project Award and Control Division (PAC): PAC is responsible for distributing bid packages to interested Contractors, maintaining the List of Projects Out to Bid, and maintaining the Plan Holder’s List for BOE's construction projects.
Project Manager (PM): The PM is responsible for delivering a completed Ready to Advertise Checklist and a master compact disk that includes a final City Engineer’s Estimate, signed and indexed plans, and a complete set of project specifications to PAC.

PROCEDURE

PAC distributes bid package documents through the Business Assistance Virtual Network (BAVN). The Plan Distribution staff posts the Plan Holder's List, after downloading it from BAVN several times each week, and issues addenda as described in Procedure 13.5 – Responding to Inquiries and Issuing Addenda. Interested Contractors may download bid package documents, including addenda, from BAVN.
