PURPOSE
The purpose of this procedure is to help the Project Manager or Project Engineer obtain the necessary permits and approvals in a timely manner so as not to delay the project.

RESPONSIBILITIES
Project Manager (PM): It is the PM’s responsibility to ensure that the required applications and approvals necessary to complete his or her project are obtained within the correct scheduled timeframe.
Project Engineer (PE): On large or complex projects the PM may bring in a Project Engineer to assist the PM with his/her responsibilities. It is the PE’s responsibility to investigate, prepare, file, and obtain the required applications and approvals necessary to complete his or her design.
Contractor: After the contract is awarded, it may be the Contractor’s responsibility to pay for and obtain the permits necessary to construct the project (as determined by the contract language).
PROCEDURE
All projects require environmental clearance, and most projects require permits and approvals from regulatory agencies that must be obtained before the project can be constructed. Environmental clearance, Building & Safety permits, Cultural Affairs approval, California Coast Commission, South Coast Air Quality Management District (SCAQMD), Los Angeles Regional Water Quality Control Board (RWQCB), and various other regulatory agency approvals are just some of the permits and approvals that may be required depending on the project. Utility coordination is not technically an approval, but it must be completed prior to the start of construction. It is addressed in Chapter 8 of this manual.
The following is a list of permits that may be required. This list is not exhaustive, and not all of the permits listed would be required of every job.
