11.2 Environmental Clearance

PURPOSE

The purpose of this procedure is to provide guidelines for obtaining the proper environmental clearance that will allow the project to be constructed on schedule. Every project must have some level of environmental clearance.

RESPONSIBILITIES

  • Project Manager (PM): It is the PM’s responsibility to ensure that the project has the permits and approvals necessary for completion of the project, including environmental clearances. The PM must rely on the help of the Environmental Management Group of the Architectural/Engineering (A/E) Consulting Services Program.

  • Project Engineer (PE): On large or complex projects the PM may bring in a PE to assist the PM with his/her responsibilities.

  • Environmental Management Group (EMG): EMG is responsible for determining compliance with required standards of environmental review pursuant to federal and state law and for the preparation of the appropriate documentation.

  • Bureau of Street Services: The Bureau of Street Services is responsible for tree removals and preparing the Board Report for their removal. 

PROCEDURE

The Bureau of Engineering’s Environmental Management Group of the A/E Consulting Services Program is responsible for oversight and control of the Bureau’s compliance with environmental laws and must support all Bureau offices in this effort. The PM should make the initial environmental review request to the Environmental Management Group. The Request for Environmental Services form should be used for this purpose. A technical memorandum defining the scope of the project should also be sent to the Environmental Management Group. The information contained in these documents will be used by the Environmental Management Group to determine the proper environmental review requirements for the project. This determination will be communicated back to the PM.

After reviewing the technical memorandum and the Request for Environmental Review Services form for each project, the Environmental Management Group will determine if the information provided is sufficient and will work with the PM to obtain any additional information required. Once this process is complete, the Environmental Management Group will provide the schedule for completion of the environmental documents. In most cases, the environmental review must be completed prior to the City Engineer’s signing of the plans and specifications.
