PURPOSE
This procedure provides guidelines for requesting, scheduling and budgeting the Site Survey phase and incorporating its findings into the design of the project.

RESPONSIBILITIES
Project Engineer (PE): The PE initiates a meeting with the District Survey Supervisor to discuss the scope, schedule, budget, and details of the proposed survey and to obtain assistance in completing the Request for Topographic Survey form. If design consultants are to be used, it is the responsibility of the PE to include any consultant scope or detail requirements in the discussion. The PE is responsible for completing the Request for Topographic Survey form and submitting it to the District Survey Supervisor.
District Survey Supervisor: The District Survey Supervisor assists the PE in determining the required scope, schedule, and budget for the site survey and in completing the Request for Topographic Survey form.
Survey Division: The Survey Division is responsible for performing the Site Survey, preparing the Topographic Survey map, and delivering it to the PE.
PROCEDURE
The Site Survey is used by the PE to determine the complexities of the project’s design and its construction at a particular location. The Site Survey process begins with the PE scheduling a meeting with the District Survey Supervisor. Survey Districts have the same boundaries as the Engineering Districts (Central, Harbor, Valley and West Los Angeles).
The PE and District Survey Supervisor will meet to discuss minimizing the quantity of data to be collected and depicted in the survey map, as well as the budget, schedule, and other information related to the site survey. Typically, the PE should allow 10 to 20 days for completion of the survey; however, the actual schedule is determined in discussions with the Survey Supervisor.
The PE provides the District Survey Supervisor with a valid Bureau of Engineering Work Order Number (see Procedure 3.2 - Opening a Work Order) and the District Survey Supervisor assists the PE in completing the Request for Topographic Survey form (Attachment 8.3-1). As each survey is unique, this form allows the PE to specify the required format of the survey map and to add special instructions regarding alignment, datum, and units of measurement (meters or feet).
Following this meeting and the completion of the Request for Topographic Survey, the Survey Division will schedule the Site Survey, complete the work, and deliver the topographic survey map to the PE.
Upon receipt of the survey map, the PE meets with the Design Team to discuss the impact of the Topographic Survey on the site analysis and Conceptual Design of the project.
