PURPOSE
The Bureau of Engineering’s Survey Division provides the Contractor with the necessary project benchmarks. During the construction phase of some projects, the Survey Division may spot check the Contractor’s survey points to ensure construction is proceeding in accordance with the control points established in the plans and specifications and to check for movement of areas surrounding the construction project. The purpose of this procedure is to provide guidelines for this process.

RESPONSIBILITIES
Survey Division (SUR): The Survey Division is responsible for providing the initial vertical benchmarks and horizontal control points for the project. Unless otherwise specified in the contract documents, SUR will also provide construction stakes for curbs, headers, sewers, storm drains, structures and rough grade. In the event SUR cannot provide the survey services requested, a Fixed Cash Allowance may be allocated in the contract documents to have the Contractor make arrangements to hire a Licensed Land Surveyor or Civil Engineer registered by the State of California to provide such services.
Project Manager (PM): During the design phase of the project, the PM is responsible for conferring with the City’s Survey Party Chief to determine if the City has adequate resources to provide construction services for the project. If not, a Fixed Cash Allowance should be included in the contract documents to have the Contractor hire a third party to provide such services.
Construction Manager (CM): The CM should inform the Contractor at the Pre-construction Conference that SUR will provide the Contractor with the necessary project benchmarks. On projects where SUR is providing construction staking, the CM is responsible for forwarding all Contractor survey requests to the City’s Survey Party Chief. Notifications for City surveying services need to be made at least two working days before services are required. If for any reason SUR cannot provide the required survey services, the CM shall issue an allowance order or change order for the Contractor to hire a licensed surveyor.
Lead Inspector (LI): The LI shall verify that construction is based upon survey benchmarks and notify the CM and Contractor when the work is not done in accordance with the survey.
Contractor: The Contractor shall coordinate and prioritize all survey requests submitted by the Contractor and his subcontractors, and attach the latest revision of the contract drawings as well as any other helpful information or sketches. On projects where the City is not providing construction staking, the Contractor is responsible for all surveys required to layout the Work (based on the City’s initial vertical benchmarks and horizontal control points) and for the accuracy of all survey work for construction. The Contractor is also responsible for preserving survey monuments, benchmarks, property line and corner survey markers, construction survey stakes, and initial survey control points. Survey markers that are lost or disturbed by the Contractor’s operations shall be replaced at the Contractor’s own expense.
PROCEDURE
Unless otherwise specified in the contract documents, SUR only provides the initial vertical benchmarks and horizontal control points for the project. The Contractor shall perform its own surveys required to layout the work based on the City’s control points. The Contractor is required to notify SUR prior to starting work, in order that the necessary measures may be taken to ensure the preservation of Survey monuments and benchmarks. At the beginning of the job, the LI should verify with SUR that this requirement has been fulfilled. The LI shall instruct the Contractor to protect all survey stakes, witness markers, reference points and survey data painted on existing improvements. Notification for SUR services need to be made in the appropriate Survey Request Form (Attachment 17.13-1) and submitted at least two working days before services are needed.
