PURPOSE
This procedure provides a guideline for advertising construction projects for bids. The date of Board approval is the first day of the advertising period for these projects. The advertisement period runs through receiving the bids.

RESPONSIBILITIES
Board of Public Works: Board of Public Works staff is responsible for advertising the legal notice inviting bids for the project. The Board staff advertises projects in the Los Angeles Daily Journal. Projects must be advertised for a minimum of one day to meet legal advertising requirements.
Project Award and Control Division (PAC): PAC staff posts the bid package documents onto the Regional Alliance Marketplace for Procurement (RAMP) after Board approval and regularly updates the List of Construction Projects Out to Bid on the Bureau of Engineering (BOE) web page.
PROCEDURE
The Board of Public Works staff publishes a legal notice inviting bids for the project in the Los Angeles Daily Journal after the Board approves the Administrative Item authorizing the advertising of the construction project at its regularly scheduled meeting (see Procedure 13.1 - Obtaining Board Approval to Advertise for Bids). This is the official advertisement for the project. The City is required to post projects in this publication for at least one day to satisfy legal advertising requirements.
PAC staff posts the projects onto the RAMP the same day that the Board approves the project for advertising. The city is only responsible for the contents of the bid packages downloaded by the Contractors from the RAMP.
PAC staff updates the List of Construction Projects Out to Bid on the BOE’s website whenever projects are approved by the Board or addenda are issued by the Project Manager (PM) to the Contractors through the RAMP. This is a comprehensive list of all projects currently out to bid that includes the City Engineer’s estimate for the project, the PM’s e-mail address, and the number of addenda issued for the particular project.
