24.7 Spare Parts

PURPOSE

Bureau of Engineering Project Delivery Manual The purpose of this procedure is to provide general guidelines for managing the acquisition and distribution of required and recommended spare parts, if and when, spare parts are required by the Contract Documents.

RESPONSIBILITIES

  • Project Manager (PM): The PM is responsible for the successful completion of projects. This includes ensuring that the appropriate spare parts required for the project are incorporated in the contract documents.
  • Project Engineer (PE): On large or complex projects, the PM may bring on a PE to assist the PM with his/her responsibilities.
  • Construction Manager (CM): The CM is responsible for administering the Plans and Specifications. He/she is also responsible for the day-to-day management of construction activities on the project and coordination of these activities. The CM is also responsible for approving the Contractor’s purchase of recommended spare parts selected by the Project Team.
  • Contractor: It is the Contractor’s responsibility to provide all required spare parts as specified in the contract documents, provide a list of equipment manufacturer’s recommended spare parts, and procure both required and recommended spare parts approved by the CM.

PROCEDURE

Requirements for the purchase of spare parts for facility equipment by the Contractor are specified in the Contract General Requirements and Technical Specifications. Spare parts are categorized as Required Spare Parts and Recommended Spare Parts. 

Required Spare Parts are specified in the contract documents as spare parts necessary for the facility equipment purchased by the contractor to be operated for one full year. Required spare parts are included in the contractor’s equipment submittal and the cost for required spare parts are included in the Bid.

After approval of equipment submittals, the Contractor may begin purchase and delivery of Required Spare Parts specified in the contract documents. Required Spare Parts shall be delivered to the project site. The CM compares the delivered Required Spare Parts to the contract specifications. If the delivered spare parts comply with the contract specifications, the CM accepts the spare parts and transfers them to the Owner/Client. If the delivered spare parts do not conform to the contract specifications, the CM rejects the delivery.

Recommended Spare Parts are manufacturer recommended spare parts adequate to ensure normal operation of the equipment for a fixed period of time after the expiration of the equipment warranty. The cost for recommended spare parts are reimbursed to the Contractor through Bid Item Allowance or by change order.

Contract Documents specify that the Contractor shall provide a list of equipment manufacturer Recommended Spare Parts with each equipment submittal. From these lists, the CM compiles a master list of Recommended Spare Parts selected and approved for purchase by the Project Team.

Delivery of the Recommended Spare Parts is handled in the same manner as the Required Spare Parts.
