17.7 Job Memorandum

PURPOSE

The Job Memorandum is utilized by the Inspector to issue written instructions regarding routine matters, or confirming verbal instructions to the Contractor, where a notice of Non-Compliance may not be appropriate. The purpose of this procedure is to establish the requirements and guidelines for this process.

RESPONSIBILITIES

  • Lead Inspector (LI): The LI is responsible for issuing the Job Memorandum to the Contractor. The Job Memorandum is recorded in the Inspector’s Daily Job Report or Project General Log and in the Inspector’s Job Memorandum Log.

  • Construction Manager (CM): The CM may deem it necessary to discuss the issues addressed in the Job Memorandum during the Weekly Construction Progress Meeting and record it in the meeting minutes.

PROCEDURE

The Job Memorandum is written by the LI using the appropriate form (Attachment 17.7-1) and distributed as follows:

The Job Memorandum is then added to the Job Memorandum Log (Attachment 17.7-2).

An example of when the Inspector may use a Job Memorandum would be to issue a Contractor’s Foreman instructions not to backfill a sewer trench until the Inspector returns from a second job assignment at a specified time to check the make- up of the pipe joints.
